“I remember when I could walk up to his kennel and he would see me coming and wag his tail because he knew he was getting out,” the volunteer recalled. “This is Atka now. He barely even lifts his head. No wagging tail. No excitement. It honestly feels like he has completely given up on anyone coming for him.”
